Hilarious Conspiracy Theory about US Government Shutdown

Someone told me this conspiracy in all honesty.

The Bay Area is returning to more normal weather. The rain, winds, and temperatures are about average for this time of year. It coincides with the US government shutdown. The theory is that HAARP is offline due to the shutdown, and therefore the weather control station is offline. This means the weather is back to normal without US government intervention.

Of course, the theory continues that with the US offline, the Russians and Chinese are controlling the weather. And Canada is being punished for arresting a Huawei executive. The Bay Area is just collateral damage.
